Designing a garage with Engineer Mode turned off (being in Part 9 Mode) means that you cannot order a set of Engineered Slab drawings with your garage.
To fix this issue, you may keep the Engineered Slab foundation but turn off "Also order Engineered DWG" or you may turn Engineer Mode on.
